The common port in Puerto Rico for importation of used vehicles from Japan is San Juan.

Right Hand Drive Cars:

Importation of right-hand drive vehicles are permitted in the country. Puerto Rico is a Caribbean island and unincorporated U.S. territory with a landscape of mountains, waterfalls and the El Yunque tropical rainforest. Here also, Japanese used cars have made a remarkable place. People used to import used cars from Japan, but if you are importing for the first then you should be aware about all details if importing process, rules and regulations documents you will require and payments you need to made for entire importation.

Rules of Importation:

  • No pre shipment inspection is required but all vehicles must be clean upon drop off, if a carrier is picking up be sure that vehicle is clean upon pick up.
  • Registration and/or title of the vehicle with valid photo I.D.
  • All vehicles must be clean upon drop off before importing.
  • One cannot ship vehicles with cracked/damaged windshields as well as non-running vehicles.
  • Any vehicle deemed unsafe will not be accepted for shipping.
  • No personal belongings should be left inside the vehicle. The only acceptable items for shipment are tools and accessories normally attached to the vehicle, or permanently installed. (Up to 2 car seats will be accepted).
  • All vehicles must have 1/4 tank of gas or less. No exceptions.
  • An arrival notice will be sent via email once your vehicle is ready for pick up at the San Juan port. Please do not attempt to pick up your vehicle without receiving an arrival notice.
  • Social Security Card and Valid Photo I.D are required for pick up in Puerto Rico.
  • When shipping a vehicle to Puerto Rico, you are responsible for paying the import tax on the vehicle.
  • For vehicles previously owned and shipped from the USA by the returning importer, the ownership names must match with the consignee of the shipment on the vehicle Title and Registration.
  • A non-US resident can import a vehicle for a period of up to 1 year as a tourist, but no extension will be allowed. The importer is required to obtain a permission letter prior to shipping the vehicle from the EPA.
  • Vehicles imported by non-residents for tourism may not sell or offer for vehicle for sale and it must be exported prior to the 1-year period or is subject to seizure and penalties by Customs.
  • A Bill of Sale or Proforma Invoice with the statement of value must include the vehicle’s description, vehicle identification number (VIN), model and year of manufacture.

  • Bill of Sale / Pro-forma Invoice with Statement of Value.
  • Title of ownership translated into English.
  • Department of Transportation (DOT) Form HS-7.

  • Letter of Permission from the EPA.

  • Import duty and Taxes The import duty payable is calculated exclusively on the payable of the imported used vehicles.
  • Duty tax Duty rates in Puerto Rico can be ad valorem (as a percentage of value) or specific (dollars/cents per unit). Duty rates vary from 0% to 37.5% with the average duty rate being 5.63%.
  • Sales Tax Puerto Rico is charged at a standard rate of 12.5% (it has a Federal component of 11.5% and a Municipal component of 1%). IVU is calculated on the sum of the CIF value (i.e. product value plus shipping and insurance cost) and any duty payable. IVU is zero-rated on some products like foodstuffs and medicine.
